SACRAMENTO - Michelle Gihante with the Sacramento Police Department said police dispatch received a call at 10:49 a.m. from a woman homeowner who found a suspicious metal pipe with wires sticking out of it in a yard.
Residents near the 600 block of Acacia Avenue were evacuated, and the Explosives Ordinance Detail Unit responded to investigate the device as a possible pipe bomb.
An emergency shelter for displaced residents was made available at the Noralto Elementary School Cafeteria at 477 Las Palmas Ave.
Around 1:30 p.m. the device was determined to be a homemade tattoo gun and residents were allowed to return to their homes.
