GREAT HANG UP: The National Safety Coalition applauds California's Graduated Driver's License Program for teen drivers, or GDL.
The council's Kathy Bernstein says when it comes to safe overall driving, younger divers can be most vulnerable.
She says the GDL provision to limit the number of passengers in vehicles with teen drivers and not allow driving after 11 p.m. unless an adult 25 or older is present, can help cut accident rates by half.
There are some exceptions to the GDL requirements. The key is the first 13 months after a teen gets a license. After 18 GDL requirements phase out.
The Council recently convened in Sacramento with groups like Impact Teen Drivers to unite for the cause.
Bernstein says parents need to do their part in terms of modeling good behavior behind the wheel, in addition to enforcing GDL provisions.
